2014: COMMUNITY FORUM FOR ECONOMIC DEVELOPMENT

JULY 28, 2014: COMMUNITY FORUM INTRODUCES PROPOSAL FOR RESIDENTIAL REHABILITATION TAX ABATEMENT

    The Community Forum for Economic Development proposed to the South Bend Common Council a new tax abatement that would help sustain communities in need, while at the same time being responsible to taxpayers.  It would provide a 5-year abatement for the rehabilitation of single-family housing, as long as there is a minimum $5,000 investment and the assessed value of the house is no more than the median value for South Bend.  The complete proposal is here:

    There are currently two residential rehabilitation abatements established by state law.  These abatements are more restrictive than the one proposed by the Community Forum.  There is an abatement for houses that are more than 50 years old and also one for houses whose assessed value does not exceed $37,440.  There are simple forms to apply for these abatements.  The state law establishing these abatements and the forms are here:

2008-2011: COALITION FOR RESPONSIBLE TAX ABATEMENT

REVISED VERSION OF BILL 25-10 INTRODUCED ON NOVEMBER 4, 2010

This revision incorporates the best aspects of bill 61-10 into bill 25-10, while still maintaining the five principles that need to be included in any tax abatement ordinance.
